Police administer law while military, naval, air + intelligence investigates & protects with a private sector or hybrid public - private sector funded effort. This includes EMS - Fire Fighters + all other Emergency options

THINK ABOUT IT 

A State or Provincial department does nothing. Private + Personal Sector should have a board for local - regional + domestic then international trade not Government

The Government needs to get off the tax payer tit & tax minimums set with other efforts for Emergency Bail-Outs

Government could accompany the Private Sector board for trade rather than appoint debt for without
